Parking at The Dairy Arts Center: Free parking is available in the lot located on the west and north sides of The Dairy building. The parking lot entrance is on Walnut Street, between 26th Street and Folsom.

Will Toor
Executive Director

In January 2019, Will Toor joined the Colorado Energy Office (CEO) as its Executive Director appointed by Governor Jared Polis. Will’s background spans transportation electrification, sustainable transportation, smart growth, electric vehicle policy, clean energy finance, green building policy, local government policy and regional planning.
Prior to CEO, Will was Transportation Program Director at the Southwest Energy Efficiency Project (SWEEP).
Before SWEEP, Will served as Boulder County Commissioner for eight years where he led the effort to create and adopt a countywide Sustainable Energy Plan, the BuildSmart green building code, the EnergySmart program, and the ClimateSmart Loan Program. Prior to being elected Boulder County Commissioner, Will served as Mayor of Boulder for six years where he developed Boulder’s community transit network, EcoPass unlimited access transit pass programs, and policies for denser, mixed-use urban infill development as an alternative to sprawl. Will previously served on and chaired the Denver Regional Council of Governments (DRCOG).
He was appointed by Governor Ritter to the state Transportation Funding and Implementation blue ribbon panel, the Governor’s Climate Action Panel, and the Regional Air Quality Council. He was appointed by Governor Hickenlooper to the Air Quality Control Commission and the state oil and gas taskforce. Will spent 12 years as Director of the University of Colorado Environmental Center, where he developed campus sustainability programs in the areas of solid waste, building energy use, and transportation planning.

Kate Greenberg
Kate Greenberg is the first woman to serve as Colorado Commissioner of Agriculture. She was appointed by Governor Jared Polis in December 2018 to provide leadership and direction to the Colorado Department of Agriculture. Since then, she has served as president of the Western U.S. Agricultural Trade Association and the Western Association of State Departments of Agriculture, and as a board member of the National Association of State Departments of Agriculture. Prior to her role as Commissioner, Greenberg advocated for federal farm policy with the National Young Farmers Coalition out of Durango, Colo., worked to restore Mexico’s Colorado River Delta, and worked as a first generation farmer on various farm operations across the West.

KC Becker
Executive Director
KC Becker is the new CEO of the Colorado Solar and Storage Association. Most recently, she was President Biden's appointee to lead Region 8 of the Environmental Protection Agency, overseeing EPA’s activities in 6 western states. Prior to that, she completed 4 terms in the Colorado legislature, culminating as the Speaker of the House. As a state legislator, KC led a variety of major environmental efforts, including laws to reform the oil and gas industry, create statewide greenhouse gas reduction requirements , and update the Public Utility Commission's authorizing statute. Prior to serving in the Colorado legislature, she served 4 years on Boulder, Colorado's city council. She worked for seven years as a public lands attorney at the US Department of the Interior. She graduated with a degree in Government from the College of William and Mary, earned her JD from Lewis and Clark Law School with a certificate in environmental law, and earned an MS in Real Estate Finance and Development from the University of Denver Daniels College of Business. She lives in Boulder with her husband, 2 sons, and french bulldog.
